The pace bowler has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chief selector Bailey has stated that captain Pat Cummins will be a central figure in the forthcoming Ashes series.
There were concerns that the 32-year-old might miss the series due to a ongoing back issue that remained unresolved.
Earlier indications from the Australian camp suggested no final decision had been made regarding his involvement, with the Test matches scheduled to begin on 21 November in Perth.
The selector shared that Cummins is "building up" and felt positive about the likelihood of being involved.
"We're aware that time is getting short and various factors at play, not just the back issue, but other factors as well," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a key capacity. With luck from the opening match. If not, then we'll pick it up."
Injury History
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals last month after examinations confirmed a lower back issue.
Previous incidents include of spinal problems, with flare-ups in multiple past seasons causing him to miss three Australian summers in four years.
The bowler mentioned he would be proactive in his approach in his recovery plan to ensure his availability for the series.
The selector indicated that he did not know if the captain had resumed bowling as part of his recovery but admitted it was "getting tight" for him to regain fitness for the first Test.
Contingency Plans
Should Cummins not be fit, veteran batsman Smith will take over the captaincy.
Versatile player Green was withdrawn recently from Australia's squad for their limited-overs matches against the subcontinent side as a precautionary measure because of soreness in his side.
The selector characterized it as a "small issue and confirmed that Green will play in the Sheffield Shield, so will be "in a good place to deliver overs."
"We put so much time has gone into creating the schedule for him to take part for the first Test as an dual-role player," the selector detailed.
"He was only going to play the first two ODIs regardless. His aggressive style the willow in shorter formats, if it causes any delay for 24 more hours, we just made the decision to adopt a safer strategy."
